feat: Add balancer v3 to transfer optimization constants

Also added a getForkBlock() on TychoRouterTestSetup.
 Moved the router balancer test inside the Balancer file and created a TychoRouterForBalancerV3Test to wrap it

Took 1 hour 10 minutes
